When is an F not an F? When it's an H. For public school students in Grand Rapids, Michigan, an "F" will soon be a distant memory. H standing for "held," will replace F.
Superintendent Bernard Taylor talked about erring "on the side of opportunity," when it came the choice between success and failure. Superintendent Taylor believes they must be given another opportunity to succeed.
A student who has chosen not to do their homework, chosen not to study for tests and chosen not to put forth any effort will get an extra 12 weeks to make up the deficiencies.
They will be able to retake a course - don't you get to do that if you fail? The can also do extra work online or they can make arrangements with their teachers to get help.
Except for the online stuff - hey, it wasn't invented yet - These options have ALWAYS been available. All you had to do was ask the teacher. The difference being this; everyone had the same deadline to complete their work. If you didn't, you failed that assignment.
If you were failing a class, unless you were completely clueless, you knew you were failing. It was your resoponsibility to talk with the teacher to arrange for "remedial help" or an extended deadline on a project.
I have never had a teacher who would not do this. Ever.
This whole idea, to me anyway, looks to reward poor judgement and effort while penalizing those who did the work and turned it in on time.
Isn't it better to teach a first grader that they will fail for not doing their work, than to fire a 20 year old from their job for not doing their work?
Any of this sound familiar? (cough, cough... bailouts?!)?
Teaching children that there is no consequence for their action? It's OK, just so long as little Johnny and Suzy feel good about themselves.
Maybe schools should worry more about teaching than social engineering.

School is not for everyone. That is not a bad thing.
Subjective grading -curves- can mean that, simply because everyone did poorly, we will call that "good," moving the bar seemingly at random. What if the next time the class is taught everyone does great but they end up getting the same grade as a student from the year before; a student from a class where everyone did poorly, so poor was considered good?
Interesting thought about the tuition dollars. Maybe schools should have to pay a "windfall" profit. After all, tuition just goes up every year.
Lastly, every day requires the use of knowledge from the day before. School is no different in that way. And, indeed, those who do not learn from the day before, are going to be separated from those that do.
